She also worked on interchange access requests, corridor studies, research studies, and design exceptions and variations. This extensive experience laid the groundwork for her unparalleled expertise in developing and implementing policies, procedures, processes, trainings, and events that have shaped the field.

Holly graduated from Florida A&M University with a degree in Civil Engineering. She began her illustrious career with FDOT in the Professional Engineer Trainee Program, gaining hands-on experience and building a strong foundation in transportation engineering.

Notably, Holly has been instrumental in pioneering innovative approaches to safety analysis and program management, spearheading initiatives such as the implementation of safety systemic intersection improvement projects and the development of statewide Safe Routes to School programs.

• Traffic Safety and Operations:  Conducting over 250 safety studies, 500 traffic operations, 1,000 fatal crash reviews, and 250 design exceptions, variations, and memorandum reviews.

• Highway Safety Improvement Program (HSIP): Leading the development and implementation of HSIP tools and applications used for over a decade.

• Project Management and Strategic Planning: Managing multiple contracts for FDOT in design, construction, and study contracts for programs like Safe Routes to School, High Hazard Improvements, and Skid Hazard Improvements.

Born to two Marines, Holly's dedication to service extends to her volunteer work with the USO. She is also a certified car seat technician and CarFit technician/coordinator, ensuring the safety and well-being of children and senior drivers.
